Why do Office Politics have to get in the way of your advancement?

Today, Office Politics are in every line of work, no matter if it’s white collar or blue collar.
Anyway, why is it that Office Politics have to be a factor in promotions these days, rather than a persons performance and education? Because you just saw a person with worse performance and/or education get the promotion. Why is this?
